All India Power Engineers Federation (AIPEF) wants to draw your kind attention towards unlawful termination of service of five Assistant Engineers and reversion of seven Assistant Engineers of Haryana Power Corporations.
2. Four Assistant Engineers of DHVN & one Assistant Engineer of HVPN have been terminated and seven Assistant Engineers have been demoted to the rank of JE by management of Haryana Power Utilities on ground of not passing the departmental examination of accounts paper. AIPEF wants to bring to your kind notice that in past in number of cases engineers were given eight to eighteen opportunities to pass this departmental examination but now all of sudden engineers have been terminated from service which is a very extreme action.
3. AIPEF wants to point out that Nigam management has not followed it's own policy regarding accounts examination. As per policy issued in 2007, an AE is required to pass examination in four chances which can be further extended up to six or more chances. In present case also AE's should have been warned and should have been given further chances as prevailing practice but they have been outright terminated from services which is a very harsh step.
4. All these Assistant Engineers terminated were having about 09 years of service and after nine years of service they have suddenly come on road and their families are facing lot of problems and uncertain future. Moreover Power Corporation will not get anything out of it as Corporation will loose experienced engineers and they have to recruit new engineers in their place which will require training etc to get acquainted with the work which all these engineers were performing duly.
5. Further these engineers could not pass the accounts examination which is not their subject therefore it is law of natural justice that they should be given further opportunity to pass it. No other state utility including Punjab , Rajasthan and UP has taken such harsh step to terminate the services of engineers on such ground.
6. Haryana power engineers are highly agitated on this issue and unwanted atmosphere of unrest is building in Haryana power corporations. AIPEF requests you to kindly intervene and use your good offices to direct the power department authorities to revoke termination and reversal of Assistant Engineers in this matter. AIPEF also requests you to kindly direct to withdraw such harsh rule of 2007 and Assistant Engineers may be given more chances to pass accounts examination.
