After the welcome address by Er. Mishra, meeting was addressed by Er. Shalindra Dubey, Chairman of the All India Power Engineers Federation (AIPEF) who said that winter session of parliament is very crucial as Government would push for passing of the draft Electricity (Amendment) Act 2018, which is an amendment to the Electricity Act, 2003 having provision of separation of carriage and content. He further added that Government of India is taking various steps which can be taken without amendment of CEA 2003 which indicates that they would push for amendment of the Act. Finance Minister Smt. Nirmala Sitharaman in Budget speech 2019 mentioned "One Nation, One Grid" to bring affordable power to all states. Prime Minister in his Independence Day speech reiterated that India has achieved One nation, One grid in Energy Sector, which shows that center has tendency to completely take over power sector which is a concurrent subject. 

He said that the federation supported the move of Andhra Pradesh Chief Minister for negotiating power purchase agreements made at exorbitant rates. When the government has altered their  terms of payments to advance payments why can’t the state governments  renegotiate the power purchase agreements for the consumer benefits. Er Shaliendra Dubey said that the mandatory system of letter of credit (LC) opening would cause an upheaval in the power sector as they will face cash crunch even to pay the salaries to its employees in some states. In case of power supply stoppage by private generator Discoms will have to pay fixed charges and they would not be able  allowed to purchase power in open market and the consumers will be the worst sufferers.

Er. Dubey further informed that NTPC and Power Grid Corporation of India have formed a joint venture to set up a National Electricity Distribution Company Limited (NEDCL) on 50:50 equity basis. Sharing past experience where various Governments had said that unbundling of power utilities into multiple companies is the mandatory under CEA 2003 whereas AIPEF had all along maintained that it was not necessary and our stand has been vindicated now when integrated structure of the KSEB Ltd (Kerala State Electricity Board Limited) has been accepted as a legal entity. Further he said that Prime Minister is calling profiteering private companies as wealth creators. He shared that due to firm resolve by AIPEF, Reliance has been constrained to withdraw defamation suit filed against AIPEF, Er Padmjit Singh & Er Shalinder Dubey.. 

Er. Dubey also informed that Franchisee system has failed at Kanpur (Torrent),  Jamshedpur (Tata), Ranchi (CESC),Gaya, Bhagalpur, Muzaffarnagar (Bihar)

 Sagra,  Jalgaon, Aurangabad  and at Nagpur M/s. SNDL has asked Maharashtra State Discom to takeover. He informed that further action to stop the passing of amendment would be discussed in the National Coordination Committee of Electricity Employees and Engineers (NCCOEEE) meeting to be held on 31st August. It has been planned to hold District Level and State level convention in the month of September and convention in UP have been scheduled on 16th September. He also also argued all state constituents to present the memorandums to MPs as it is NOW or NEVER.

 

 

Er. Padamjit Singh in his address informed that he had filed RTI about MOU between Power Grid Corporation of India and NTPC and received the  response from NTPC that they can not disclose details, however as per Business standard it is a JV (50:50) formed with objective to carry out distribution business. Regarding favouritism to big companies like Adani, he informed that Gujarat has signed supplementary PPA even though Mundra project was approved for Case-I bidding in which coal risk was with Generator. CERC has agreed to bilateral signing but  AIPEF / Prayas have challenged it in APTEL. Further he said that State of Haryana is also being asked to pay revised variable charges to Adnani. Now, Gujarat Discom has also come out refusing to pay revised charges to Adani. He further said the major problem is corruption.

 

Regarding PM Modi’s Address he said that  Wealth creators should not be eyed with suspicion, must be respected.  PM Modi in I-Day speech said that  Wealth creation is necessary and it is a rational service. 

 

In Rajasthan, Adani Power Thermal plant (Kodai) has asked for invoking  Force Majeure clause and Er Padmjit Singh revealed that Adani’s are over-invoicing the coal cost through intermediate company raising bogus bills and same is under scrutiny of DRI. Adani was asked about details which have not been provided and Letter rogatory has been issued against Adani Singapore. Only motive of IPPs is to maximise profit. Regarding One nation, One Grid he informed that with commissioning of Sholapur, Ramagundam Double Circuit Line India has become one of the largest synchronized one grid.

Er Padamjit Singh said that motive is  only to safeguard the interests of private power producers. The focus of government should be on improving efficiency, bringing down costs and improving the financial health of Discoms and not to wipe out the NTPC and state power sector. The policy of government is to help private power generators in the name of stressed power plants and has reopened the power purchase agreements for their benefits.

UKPEA President Er. YS Tohmar informed that Uttrakhand Government is always the first state to implement the policy directions of Central government. He also informed that LC worth Rs 175 Crore have been signed and Rs 75 Crore are in the pipeline. Pending payments of  Rs. 3,000 Crore or due in case of UPCL which is also having overdraft of Rs. 1,000 Crore. He also sured full participation in future calls by NIPEF and AIPEF.

PSEBEA President Er. Sanjeev Sood informed the house that on 8th, 9th January District / Zonal protect meeting were held. He further said that in addition to wholeheartedly opposing regressive steps of Central Government, we should look for innovations particularly promotion electrical vehicles as state Discoms are well placed to develop this business. He informed that start of basic pay 18030 to AEs recruited after corporatization is pending due to obstinacy of bureaucracy.

HPEA President Er. KD Bansal informed that LC has not been signed and the State is paying capacity charges for almost 33 MW unutilized power. He also highlight status of start scale of AE on the line of Punjab.

UPPRBP Abhiyanta Sangh General Secretary Er. Mishra highlighted the start salary issue of UP power engineer informed that on 8th and 9th January District Level protect meetings were held. 

UKPEA Er. YS Tohmara an Shri Mukesh kumar General Secretary highlighted the issue of denial of time bound promotion scale of engineer after pay revision.

 

Further it was decided that all state constituents should immediately pay annual subscription of AIPEF and legal fund at Rs 100/- per state constituent.
