NCCOEEE Decisions 03 - 11 - 2020

NCCOEEE Online meeting was held on 21st October 2020. Demand Charter against the Central Govt move of Privatization was finalised in the meeting and phased programme to mobilise and oppose privatization was decided which is as following. NCCOEEE circular is attached for ready reference and necessary action to be taken by all State Constituents.

 

2. Charter of Demands 

A. Scrap Electricity (Amendment) Bill, 2020 and Standard Bidding Document for  privatisation of electricity. 

B. Withdraw process of privatisation of Electricity in states and UTs. Cancel all existing privatisation and franchises in the power sector. 

C. Reintegrate all power utilities in states and UTs with integrated function components of Generation, Transmission and Distribution like KSEB Ltd. 

D. Reintroduce Old Pension Scheme & Scrap New Pension Scheme. Forced retirement is not acceptable in the power sector. 

E. Regularise all contract and casual workers/employees averting legal complicacy like Telengana. Fixed Term employment is not acceptable in the power sector. 

F. Fill in all existing vacancies with a policy of regular jobs to be discharged by regular employees only. 

 

3. All state chapters will develop public campaigns involving various categories of consumers including the associations of small and medium entrepreneurs’ as well agricultural workers and farmers. Essence of the campaign should be opposing public assets proposed to be transferred to the private cronies for their profit. Result will be a high tariff. Public awareness campaigns besides demonstration and agitation with hand bills in the local language should be circulated. 

 

4. All organisations will submit above charter of demands to the Head of the utilities, Chief Ministers, Power Minister, Labour Minister, Prime Minister & Power Minister of GoI by 30th November. Same charter of demands should be sent from the State chapters, state committees, District, Project and down the level committees of each of the organisations together. Copies of memorandum should be endorsed to concerned MPs and MLAs seeking their intervention. 

 

5. In order to extend the mass campaign in a wider arena, besides localised demonstration District and state level demonstration will be organised. At the peak of demonstrative action, one hour work boycott week will be resorted to in all states and UTs after state level rallies in the month of December. 

 

6. National level demonstration will take place in the month of January 2021 at Delhi. Wherefrom date and time of multiple days’ strike/ work boycott will be announced. Target dates should be the 1st week of February 2021, i.e. amidst budget sessions of the Parliament. Total participation from states will be planned from early December. 

 

7. NCCOEEE fully supports the demand against privatisation of all PSUs and reintroduction of old pension schemes for all employees raised by the forum of Central Trade Unions and Federations. NCCOEEE constituents will take part in the demonstrations across the Country in support of  NCCOEEE demands as above.

 

All State Constituents are requested to mobilise as per decisions above and ensure massive demonstrations on 26th November 2020.
