Sub: Bihar Energy Minister's letter against privatisation
You are aware that after intervention of Hon'ble Patna High Court on 10th Feb, one day strike scheduled on 11th Feb was averted in Bihar. On 11th Feb Hon'ble High Court directed Govt & management to resolve the issue.
2. It was impact of united effort of power engineers & employees of Bihar which forced Bihar Energy Minister to write letter to Union Power Minister R K Singh on 13th Feb stating in very clear words that Bihar Govt is not at all in favour of private sector participation in Power Sector of Bihar. He further stated that Govt sector model should be adopted in all States to improve the power sector.
3. Letter written by Bihar Energy Minister Sri Bijendra Prasad to Sri R K Singh Union Power Minister is attached herewith. Letter is in Hindi. Letter states that Urban Distrubution Franchisee experiment was done in Bihar in Gaya,Muzaffarpur and Bhagalpur which has miserably failed in every respect and Bihar Govt was compelled to cancel Franchisee agreement in larger interest of State. In letter Bihar Energy Minister says that all round improvement has been done by Bihar Power Engineers & Employees in Govt sector only which is unprecedented and remarkable.
4. After letter of Energy Minister Bihar to Union Power Minister against privatization in power sector Principal Secretary Energy and CMD Bihar Power Corporation has also written letter to Additional Secretary Power GOI on 13th Feb 2020 stating that we are not in favour of any kind of privatization in energy sector in Bihar. As a result participation of Bihar Power Corporation in any such meeting will not be meaningful at all. He further writes to exempt Bihar from being member of newly constituted committee on Private Participation . Letter is in reference to 1st meeting of the committee on Private Participation Model in DISCOMS called by MoP, GOI. Copy of letter attached.
5.Really great achievement for Bihar Power Engineers Service Association (Bihar PESA) & all other associations and unions of Bihar Power Employees.However BSPCL management has not yet withdrawn suspension of Er Surendra Kumar GS PESA and IAS management seems to be adamant. We are in touch with GS Er Surendra Kumar and whatever help they require we have to extend.
