Against Victimization of Er K D Bansal SE & Chairman NIPEF, 21 - 10 - 2020

AIPEF wants to bring to your kind notice that the situation prevailing in Haryana power utilities is not conducive to efficient and clean working. A clear trend has emerged whereby dedicated, honest and committed power engineers and office bearers of NIPEF & HPEA are being victimized one by one which is giving an extremely negative and wrong signal across the power engineers. 

i)  On 30 July 2020 the General Secretary of Haryana Power Engineers Association Er K K Mallik was suspended without any basis or reason. Er K K Mallik had conveyed to Govt the serious matters relating to irregularities & corruption. Instead of taking cognizance and corrective action he was suspended.

ii)   On 7th Oct 2020 one engineer from DHBVN ( Er K D Bansal, SE Narnaul, who is presently Chairman of Northern India Power Engineers Federation) was suspended. Apart from his clean and good record of service he was representing the power engineers of Northern region as Chairman NIPEF.  The State and Regional power engineers bodies work on principles  of maintaining integrity and maintaining professional standards under all circumstances and setting good examples. The engineers who represent these bodies at State and regional level have to maintain high ethical standards.

2.   In both disciplinary cases listed above the negative   role of the CMD /Discoms  is evident. It is learnt that in the case of Er K K Malik XEN HVPNL it was the same Discom CMD who managed to get him suspended through the office of CM Haryana itself while he was in HVPNL and not in Discoms and CMD Discoms had no jurisdiction to interfere in matters of HVPNL.

3.    The working environment in Haryana power utilities has become highly polluted and vitiated due to the dictatorial working of CMD. The experiment of having a Policeman as CMD of Distribution utilities  is not a workable  arrangement and has failed. AIPEF urges the CM Haryana to immediately appoint competent power engineers as CMD of the Discoms which will also put an end to victimization of honest and dedicated engineers.

4.   We have surveyed the management pattern of State Discoms across the country. No State has the anomaly of a IPS policeman heading two discoms simultaneously at a stretch of 4 years, and continuing. This is a great injustice to power engineers. The selection or appointment to IPS in this case  was not for working  in Electricity Discom but for service in Police. This anomaly must be addressed and discontinued now. 

5   As explained in above paras, AIPEF demands that the  suspension orders of Er K D Bansal must be withdrawn and that  CMD of UHBVN and DHBVN  be  transferred to  the parent police department  and be replaced by competent, dedicated  and honest power engineer.
