Former minister Karan Dalal alleges scam worth crores in power department Fri, Dec 7 2018

CHANDIGARH: Former minister and Congress MLA from Palwal, Karan Singh Dalal on Thursday alleged several thousand crore multiple scams in Power department while targeting the CM Manohar Lal Khattar and Chairman cum Managing Director of Power distribution companies in Haryana.

Dalal, who played a key role in case related to JBT recruitment scam and many cases related to out of term recruitment claimed to have prepared a voluminous chargesheet of electricity department to be submitted to governor of the state as well as the audit department.

"IPS Shatrujeet Singh Kapoor is the officer in whose tenure the state saw riots. We wondered as to how government made him CMD of six power utilities while making the bureaucracy experts defunct in the department. Now everything is unveiled as all this is to cover-up corruption and failures of this department," Dalal said while interacting with media here.

Armed with documents accessed through RTI , reports, HERC and other sources Dalal , who directly targeted CM Khattar and Kapoor reiterated that he was ready to face any penal action or legal action in case the Allegations are found to be wrong.

 

"There is a huge gap between the purchase of power through short term agreements entered by distribution companies through single tendering system. The same power is sold in market at lower rates. Ultimately the consumer is faced with burden of the gap. Similarly, the power subsidy in the urban areas is simply the game of figure manipulation by distribution companies. We have requested Governor for the performance audit of these companies action against officers involved ," said Dalal. He also referred to the communication made by Haryana Power Engineers Association and the communication of Central Electricity Regulatory Commission (CERC) and Audit paras of the Comptroller and Auditor General (CAG) report as well.

Dalal categorically accused the government of preparing the ground for making the payment of over Rs 47,400 crore on the account of arrears claimed by four Major power Giants who include Adani, Reliance and Tata power . Dalal said this amount was out of the total of Rs 1.29 lakh crore claimed by these companies from five states after entering into long term power purchase agreements.

"Gujarat had agreed to make the payment. Punjab has already refused to pay. While Haryana is under pressure and the officers of distribution companies are preparing ground to make this payment, which is illegal," said Dalal.

Similar is the case of short term power purchase agreements . 70%of such agreements are awarded without any tendering process. Hence one can imagine the quantum of scam when several thousand crores of units of electricity are purchased , procured and supplied, he added.

 

In his 358 page chargesheet , Dalal has also elaborated as to how distribution companies have outsourced certain serviced of bill preparation and distribution to those who are directly or indirectly associated with RSS or Senior BJP leaders in Centre.

"Incidents of inflated bills is a common phenomena now. This has become source of rampant corruption. Everybody is involved. CMD acts on the direction of CMO and since HEEC too had members from RSS background, hence everything comes handy for them" said Dalal.

Dalal said he would first wait for an action from Governor's office. Else we should seek legal remedy as well Though , the CMD of distribution companies Shatrujeet Singh Kapoor remained inaccessible and the messages sent to him remained unanswered , media adviser to CM Rajiv Jain has dismissed the Allegations.

" Since inception, this for the first time that the electricity distribution companies have started showing profits. This government had come out with special subsidies for rural and urban areas and the Congress is not able to digest this. Our achievement and reforms of the companies and improvement in Electricity supply is quite open to all, hence fraustration of Congress leaders is obvious," said Jain. Jain was also among the CMO men targeted by Dalal.
