Agenda for 4th meeting of hpea

Agenda for discussion during the 4th General Body Meeting of the Himachal Power
Engineers’ Association scheduled to be held on 19.06.2015 at 05:30 PM at Totu, Shimla.
1. The tragic incident at Rong-Tong Power House resulting in the loss of lives of two
young and promising power engineers, Er. Sanjay Kumar, AEE and Er. Vijay Thakur,
AE.
Members may deliberate on various steps that are required to be taken by HPEA to
ensure that the families of the deceased engineers may not have to suffer more than they
already have due to the tragic incident. Even though Er. Vijay Thakur had not become a
member of HPEA, it is proposed that a resolution may be passed to treat Er. Vijay as a
member, keeping in mind the fact that he had joined HPSEB Ltd. as recently as
November, 2014 and had not yet joined HPEA. HPEA may also request HPSEB Ltd. to
repay the student loan that Er. Vijay Thakur had availed as per sources. The special
circumstances for the aforementioned proposal arise due to the fact that Er. Vijay is said
to be the sole bread winner of the family, which includes his parents and three siblings
who are at important junctures of their educational journey.
It is also proposed to move a resolution increasing the BF from 25,000/- to 50,000/-, as
decided in the 3rd Executive Meeting of HPEA. Presently, the BF is payable to Three (3)
Power Engineers who have passed away in the last six months.
2. The increasing number of incidents in the state power sector that are causing huge
financial and human losses to the state.
It is no hidden fact that the number of accidents in the power sector has increased in the
past one year or so. Members may deliberate on the issue and identify the reasons for
these and also suggest remedial steps to reduce the number of these incidents.
3. Issue of delay in Grade pay to the AEs/AEEs on completion of four years of service.
This issue has been hanging fire for long, and HPEA has been repeatedly requesting the
management to take up the issue. The issue becomes important in the light of the fact that
almost all other categories of employees in HPSEBL have now got the amended grade
pay as per the Punjab Pattern.
Members may deliberate upon the future course of action on the matter.
4. The delay in Creation of the post Chief Engineer (SP), even after the announcement of
the Hon’ble Chief Minister during the 24th GBM of HPEA.
It is proposed to pass a resolution to take up the matter with the Hon’ble Chief Minister
of the State of Himachal Pradesh as the delay in creation/restoration of the post of Chief
Engineer (System Planning) is in direct contravention to the public announcement made
by the Hon’ble Chief Minister during the 24th General Body Meeting of HPEA held on
13.09.2015.
5. Representation received from Er. M. L. Gupta regarding promotion as Chief Engineer
A representation has been received from Er. M. L. Gupta regarding his right for elevation
to Chief Engineer post after rendering 31 years of services to HPSEB Ltd. Members may
deliberate and suggest further course of action in the matter.
6. Non-posting of Chief Engineer (Electrical) as per the HPERC regulations at the FRGC.
FRGC has been established in the state under sub-section (5) of section 42 of the
Electricity Act, 2003 and subsequent HPERC regulations, with the overall objective of
ensuring that the consumer complaints/grievances are heard and redressed within a
specified time limit. It is against the directions of the Hon’ble HPERC that no Chief
Engineer (Elect.) with independent charge has been posted at FRGC.
Members may deliberate and suggest further course of action in the matter.
7. Hiring of AE (Electrical) directly by HPPPCL and HPPTCL and strengthening of these
sister organisations:
It has been observed that HPPTCL and HPPCL are hiring electrical engineers directly at
AE level. This will most likely result in several discrepancies among power engineers of
various cadres in the state. It is, therefore, important that members may deliberate on the
matter with a futuristic approach to void complications in the future.
8. Paucity of funds with HPEA- Appeal for contribution
It is proposed to pass a resolution for collecting an annual fee of Rs. 1000/- from all
members of HPEA to shore up the HPEA funds.
9. Intimation regarding website
HPEA’s website is now online at hpeaonline.com. Members are requested to look up the
website at their leisure and offer comments/suggestions for the same.
10. Publishing of bi-annual newsletter
The Himachal Power Engineers’ Association has decided to print a biannual Newsletter,
“Him Power”, the first edition of which shall be published sometimes in July, 2015. The
newsletter shall contain the recent important developments of the power sector in the
country and the state, along with updates about the activities of the various power
utilities in the State. In addition, an effort shall be made to publish interesting and
informative articles about the power sector in the state as well as the country. Copies of
the Newsletter will be supplied to all the members of the Himachal Power Engineers’
Association, and to heads and senior officers of other departments related to the power
sector. Copies of the Newsletter will also be supplied to all advertisers.
Members are requested to offer suggestions/comments for publishing a meaningful
newsletter. Also, it is proposed that all members shall try their best to obtain ads for
publication in the newsletter.
11. Any other issues brought to the notice of the Executive Committee and permitted to be
discussed by the President.
